How we can enable Transaction Email Capturing (SuiteAnswers 1012996) in a Release Preview Account?

There is a New Features Preview video on Suitesnwers 1012996 about the transaction email capturing.
From what I recall, this was proposed in Release Preview 2022.2(or2022.1) though ultimately not implemented.
I'm looking at a release preview account and still do not see an option for this feature to be enabled.
Is this not available for certain editions of Netsuite? (e.g. in the Australia or New Zealand region)
