php simple create fulfilment via suitetalk script

hi can anyone advise how to create a fulfilment via suitetalk for an order -

I have tried the method specified from initialize record in the php SDK but get the error 'VALID_LINE_ITEM_REQD'

is it possible to do this with Advanced Inventory enabled?
