I have the same issue and I have already a topic about this: "Can not log to an account or use Eclipse IDE" : it seems there is two defects about this: #499147 and #499204 : I have a Case attached to the #499204 defect and it is not fixed yet.

Yes, it seems that this only works with IDE 2018.1, unless you have an already existing Eclipse workspace: you can keep working with it, but you want be able to add new Accounts.
