Is this functionality available in Open Air or Open Air 360?

Contingency Hours meaning having a buffer of hours added to a project just in case an employee may go over the allotted hours set for project. For example, I have a project allotted for 40 hours. The contingency hours will 20 hours more just in case an employee goes over the 40 hours. Hope this helps.
