Yes, the project was too big. I broke it up into groups of 5 forms per project, and was able to successfully deploy.

Thinking that the project might be too big, I broke it up, but I'm still getting the same error. I'm going to try breaking it up again.

I figured out the issue — our company uses ZScaler, and it is reissuing certificates to inspect the traffic. They just had to add NetSuite to ZScaler to have it opt out of having the certificates reissued for NetSuite, and I got it working!
