I think I figured this out, although this seems to be different then the previous version. I checked the "Customers Default to Taxable" and now it seems to work. When a customer chooses an out of state address, they are not charged tax. I hope this is the correct way to go?

Also of note here - If you "print labels" for the packing slip that you print, they will not appear in the "packing slips to print" queue.
