No you are not able to assign item records to locations. You can do an inventory transfer to put quantities of an item into a location. It is possible to do an inventory transfer by CSV upload.

You need to set up payment profiles. These link your payment processing methods to NetSuite. Go to Setup > Accounting > Payment Processing Profiles. also see Setting Up Credit Card Processing Profiles in NetSuite.
