This was the solution. We actually used an other charge instead of a non inventory item, but it worked. Took a little bit of tinkering on the connector, but the charge is showing as a line item on orders shipping to CO now.

The above-mentioned alternate solution is not really viable. This would require us to constantly monitor all orders and manually add a line item to them for this retail delivery charge. Avalara is calculating the tax on both our Shopify and Magento web stores. NetSuite does not know what to do with the charge when it syncs…
