Resolved by the late evening of the post above. Apparently there were hung processes (not visible to admin) that a Netsuite engineer had to kill. On the plus side, imports seem to be working much faster now.

Update: Tried several item record updates through csv import and had the same problem.

Thanks, Daniel. I've tried it without the custom form selection and get the same results. In the meantime I had to delete the workflow as it was holding up business. This has been filed as defect # 284049

There is some customization on our item records, but no scripting, so I'm not sure what could be causing the problem if it actually is account-specific.
