Fallbacks for users without JavaScript?

I've recently run into some issues with custom Javascript implementations within NetSuite. Basically, government employees using older versions of Internet Explorer are having trouble adding items to their carts. I won't bore you with the details (you can read about it here if you really want to), but it got me to wondering...Does NetSuite have any built-in fallbacks in place for users who have Javascript disabled/block by their computer?

I've gone through and added <noscript> tags all over the place, but I'm wondering if I'd even be able to add an item to my cart in NetSuite if Javascript was disabled...
