You have it exactly correct. When I use the custom field I have the option to select Mine or MyTeam, but this option is not available for the project manager field. Thanks!

Thank you for the replies. Knowing that there wasn't a saved search solution prompted me to develop a simple Suitelet to return the saved search that is "ran as administrator". Not a great solution, but it will work for now.
