The permissions are set around roles, not individuals. I think you may need custom roles to achieve what your after.... lots of fun!

Custom records have proven very useful, what would be really awesome IMHO is if you could enable activities on the records (as salesforce has done) and then have the permissions over the activities adhere to the permission settings on the records. It's not perfect but the custom records can (for us they have) get you 90%…
