Have you checked for Workflows that might be using that saved search as a starting point? Bear in mind when looking at the list of Saved Searches that if you have "All" selected in the drop-down for "Show all private searches" it does NOT show private searches belonging to other users. You have to explicitly select "Yes".…

In case anyone comes across this same issue, check if you are using a "Go to Record" action further on in the Workflow, going to the record returned by your Custom Action. In the Go to Record be sure to select the actual type of Transaction (e.g. Sales Order) and not just "Transaction" as the Record Type.

In case anyone comes across this, there is a known bug where sometimes the audience of a script deployment doesn't save properly the first time. Go into your script deployment, click edit, and resave (making sure audience is correctly set).

I got stuck on something similar and ended up writing an Email Signature Generator (as a Suitelet) for our staff so they could make the HTML without actually knowing HTML, lol.

We ended up creating our own functionality for this, using JS running in the page to check if someone is still there editing.
