Once I removed the required field from the workflow it worked fine. I turned the required field for the sales rep on the form itself versus the workflow and that seems to have resolved the issue. Doesn't seem to make any logical sense, but I guess the step away and come back to it method did the trick.

You can achieve this via Scheduled Workflow and a custom "Sales Rep" field on the Task record:

1. Create a custom "Sales Rep" field on the Task that will show the current Sales Rep on the related Quote.
2. Create a Scheduled Workflow to run on the Task record every 30 minutes / daily and set the "Assigned To" field value to the Sales Rep from #1.

Just note that the field is a sourcing field from Saved Search without storing so the value can only view when you access the record and not able to report in saved search. Cheers !
