I do encountered PFA stucked in Queue before and suiteanswer 106099 do solve my issue.

Do take note before reprocessing a failed PFA, make sure there is no other PFAs record status is in the "in progress" i.e. non-final stage , final stage status are e.g. failed, cancelled, processed.
All other queued PFAs , have to change it to failed before you reprocess on one of them and wait till its completed then reprocess the next failed PFA.
I suspect that if there are multiple users generating PFAs at same time or the same user creating multiple PFAs before one is completed, then this may lead to PFAs jamming in the queue. So do advise your user to only process one PFA and wait till it complete before generating the next one to see if this help.

The offset journal does not need to be in the same period as the original unless you need the offset figures to report in the original period.

» Are you referring to posting period of the journal that is used to apply to a bill , if yes you can change the posting period provided the period is not closed. But after that the payment link will break and you will need to reapply the payment again.

Re: workflow to lock journal only in primary book

Thank you for your reply. I have managed to find a solution for this.
I created a transaction saved search of approved Journals that posted in primary book like below :-
Then I use this Saved search as condition check in the Lock Record action in my workflow. It works perfectly.

When you created the custom view, did you make it public?
If, after making it "public," users still can't see it, add the following permissions to their roles:
Custom Sublist = View
Custom Sublists = View

Then select this SS in your prepayment balance custom field under the Validation & Defaulting subtab
