You do not have to delete a user to free up the license. All that you have to do is remove their access, and then inactivate the user. You don't want to delete them, as it contains part of your accounting audit trails.

When I get an RMA back in, I go back to the original SO, make a copy, remove all lines except the returned item, and save it. I also add the notes that is is a replacement item.
