How to hide an icon based on business unit

We use absence management only for one business unit but the icon on springboard is shown to allContent
In our organization we use absence management for white collar employees. The icon for managing absences is on springboard. Majority of our employees are however blue collar workers whose absences are maintained in other system. We have not found any way to hide the icon from blue collar worker and this means that some blue collar workers try to fill in their absences now in absence management which shoud be used only for white collars.
Any suggestions, I though that EL lause would help here, but it seems that we cant use business unit as limitation here?
