Total # of Candidate by **** won't match

Hi All,
I was trying to run a report of "# of candidates by gender" for a particular month and was trying to understand the ratio in each CSW. For some unknown reasons, the total number is off by "1" when I take off one parameter(Requisition IDs).
The total # of submissions is 2 in October 2017 for this candidate. In the column of "# of Candidates Female", it only shows one. When I added the requisition IDs to this report, the # of Candidates Female is changed to "2", which is accurate. I don't understand what is causing the difference, the other parameters remain the same in this case.
