Is there any way to mass update the user preferences Charge Account

How to avoid users creating requisitions without first setting up default charge account

In our set up the charge account gets defaulted from the user preferences. However, since the charge account is not mandatory field in preferences (unlike deliver-to-location), many of our users have not set the default charge account in their preferences. This does not prevent them to creating requisitions, which is problematic.

Is there any way to:

a) make the charge account mandatory or

b) mass update the preferences charge account ?

 

Any advice is very much appreciated.
