Managers can prevent Learning Specialist from adding managers to their own CommunitiesContent
If the Learning Specialist creates a Community, adds another learner as a Community Manager, and that learner removes the Learning Specialist, the Learning Specialist is not able to add themselves back as a Manager, nor add other learners as managers, nor convert other learners as Managers, leaving the Learning Specialist as the *only* entity able to manage the Community moving forward.
