Planning functional area catalog not collected under default product hierarchy.

Apparently now system forces us to create and assign only organizational level catalog to planning functional area, but ironically only master controlled catalogs are collected and available in planning central.

The expectation is that planning functional area catalog should be automatically collected under default product hierarchy.

Has anything changed, how does default product hierarchy get populated?
