High Network Latency to OCI

The network is adding 158ish ms of latency on the hop between OCI's ISP and the first OCI router (140.91.196.52).  I

I put in an SR over a week ago, but they keep telling me there is nothing wrong with the OCI systems.  I have users that are complaining about latency when they are typing over ssh and slower than expected file transfer speed.    Is this something I should keep  pressing on?
