Best Practice for implementing Financials and then HCM

My organization has decided to implement Oracle ERP Cloud Financials prior to Oracle ERP Cloud HCM.
What considerations should be taken to ensure our minimalist HCM configuration approach in support of Financials does not have limiting impacts on our future Oracle HCM project/implementation?
For example:
- Do we need to include all historic employee/worker records to support a future HCM implementation even though this is not needed for Financials?
- Are there HCM attributes we must implement in HCM today even though this is not needed for Financials?
- Any other topics / concerns we should be looking to ?
