Exception reporting for projects with no baselined budget

We are trying to create a report that will list any projects that do not have a baselined budget.  I have been able to get so far in OTBI using 'Project Control - Budgets Real Time' and looking at the 'Project Budget Version'.  This has enabled me to pick up any projects that aren't baselined for some reason.  However, I haven't been able to find a way of pulling through projects that do not have a budget.

Has anyone else been able to do this (either in OTBI or BIP)?
