How to pivot to display questions horizontally as the heading using answers instead of measure

I wish to create a table of questions as the horizontal headings (dynamic from data) and the users as the vertical with the answers in the data section.

Pivoting appears to require numeric aggregatable data rather than text, have tried MAX()
