Regional Tax Levy

We have a Wisconsin Regional Tax Levy that requires a deduction of 75% of disposable earnings. We haven't been able to have it work correctly.

 We have a Wisconsin Regional Tax Levy that requires a deduction of 75% of disposable earnings. We haven't been able to have it work correctly. It will only take a maximum of 25%. The employee has many pre-tax and after tax deductions which complicates it further. We have confirmed with the state that the employee could receive a $0 check. After reading the white papers on the Involuntary Deductions we are still not sure what setting we are missing in order to make this calculation work. Any suggestions on what override or exception we should use?
