Free-tier VM Instances have disappeared after a region outage.

Summary:

I had 2 VM instances running with no issue prior to an outage in the region I was using. I had an email making me aware of this and now this has been resolved. I cannot see any instances nor connect using ssh key generated once the instance was created.

I can provide further details if needed however this might look like just an issue for myself.
