How to create a single VAT code for use with ad'hoc rates

Summary:

We often find ourselves having to create VAT codes for ad'hoc VAT rates due to composite transactions that process through source systems but need to be interfaced in to Fusion, can we create one VAT code that will allow ad'hoc rates in order to process these diff rates under one code?

We have transactions coming into Fusion that use composite style VAT rates (some random number to show the sort of rates I mean 10.2% and 9.7%), and currently we'd create an ad'hoc VAT code with a 10.2% rate and another for 9.7% however we now have a large group of these ad'hoc codes.
