Unable to withdraw learners in Pending required evaluation status

Summary:

When we withdraw a learner who is in Pending Required evaluation status and check the checkbox "Exclude learning record from learner's transcript", the learner status is not getting changed.

We have observed this behavior for all user person types and assignment status as Pending required evaluation status. Whenever we withdraw a learner from a Course, Offering or the learning assignment page whose status is Pending Required evaluation and check the checkbox "Exclude learning record from learner's transcript", the learner status is mot getting changed. We get the Confirmation Pop up mentioning "All the selected learners were withdrawn from the learning assignments." but when we click on Ok, there is no change in the status(it is still Pending Required evaluation).
