Have gone through the above link provided by the oracle and have done all the setup accordingly.

 The expected behaviour should be that anytime there is a change order, it should route for an approval. The approval is routing, however, not based on Approval Group, but based on the 'Edit Change Order Type'. We want the approval rules should be triggered based on Approval Group and not based on the config area 'Edit Change Order Type'
