Not able to create analysis report while using a enquiry role.

We need to grant users an "enquiry" role, which allows them to create analysis reports but restricts them from editing pre-existing reports. As we have added all the analysis duty roles to the user. What role or privilege is missing from the current set of roles that would fulfill this requirement? Can you guide me through it?
