Terminated Instructor is visible to select as Instructor for an ILT activity

Instructor is terminated, instructor is still visible in Course>Offering and Activity page.
We created new course, new offering and new activity, the terminated instructor is still visible in the selection list.
Selecting them doesn't even throw a error.
Also, there is no option to put end date or inactivate the instructors. So all instructors who are terminated are still visible in new offerings and activities in the selection list.
