Tax only invoice on Tax Box Allocation

Hello

We have invoice with Tax Only Line checked. However, invoices are on Tax Allocation Exception and not on Tax Box Return report.

Could you please advise how do we do configuration on Tax Box Allocation Rule for this transaction to have it on Tax Allocation List and Tax Box Return report?
