Can't access my OCI free tier account/tenancy or create a new one

I terminated my OCI free tier account/tenancy months ago because the services I wanted to test were not available in the selected region.

I tried to create a new one in a different region, but I was not able to complete the process as my credit card is still tied to the terminated tenancy.

I have been suggested to upgrade the old tenancy to PAYG, but it has been terminated and I can't access it. The funny thing, is that I'm still allowed to reset the password for it, but there is no way to access it..

What should I do?
