Create URL to link to another application?

I am exploring a way to allow large files to be associated with a candidate's job submission. 

Scenario:

Candidate begins applying for a position.  They select the job and begin working their way through our welcome, personal information, work, and education screens.  They get to the attachments screen.  If they want to "attach" more than 3 files (I know we can change that limit), or "attach" a file of, say, 3.5meg, then they can click a link that will open up another software application.  Within that application they can attach as many and whatever size documents they wish.

So, on the candidate's attachments page, I would add a URL that will open another application and pass the Taleo candidate's id and requisition number to that application.  Page would look something like:
