Help with Add External Training Function

Greetings! We are trying to figure out how to give our supervisors the ability to add external training AND map users to it. We were hoping to find it in the External Training Dynamic Object but it doesn't seem to be there.

We gave our supervisors permissions to add, view, and edit mapped users in External Training, and then created a link in the LearnCenter to go to the External Training function of the Control Panel. When a supervisor clicks on that, they go to a page that show the External Training function but get a security alert message. They can still click on the lefthand menu it and go the the External Training page and add training, however when they click on Select Users at the bottom of the page, they receive the same security alert.
