Correct Learn Object For The Described Workflow?

I am looking to work with a Learn Object and I am not sure which one to go with.
Here is the workflow:
- A user is to click on a link that will bring them to training on an external site.
- When the user has successfully completed the learning, we want them to upload a certificate from the external site into the LC.
- The learning object / certificate should be retrievable by a supervisor for vetting.
- The learning object / certificate should be retrievable later by the person who uploaded it as part of their learning history.
- The supervisor should not be able to create further learning objects.
