What is the most efficient method for managing the moving of Locations?

Hi,

For those companies that are integrating their location hierarchy using net-change, what is the most efficient method for managing the moving of Locations for one parent to another?  I believe there is a document describing this process but I cannot seem to locate it.

With more companies incorporating geographic regions into their location hierarchy, the absence of a TCC move action becomes more of an issue. Companies will adjust their geographic regions from time to time which causes havoc on a location net-change integration.

As a follow up question,

Has anyone heard of any updates of Taleo/Oracle developing a Move action for locations? I know we have been asking for it for years.
