Integration for select user data

Does anyone have experience with user data integration with select users across multiple sites?
We are implementing an expansion of Learn, current situation is one site in N America (sublearn of root) with integration with HRIS for N American users plus 500 global users not managed through the integration. We have a custom field in the N American site to select whether a user is managed by the integration or not because global users are not in the N American HRIS and the integration would remove them from Learn thinking that they had left the company. We are creating 3 other sublearns from the root to sit alongside N America for other geographical areas
