Some time the users are very busy to interact with the system or don't know what to do specially top level management, When a requisition is sent or a purchase order needs to be approved or other approval action which is almost required all the time an approval period is required so if the responsible person didn't interact to approve or reject or any other action it should be escalated to the next level, also there should be some report to show who is not taking his job serious enough and not taking the required action all the time.
