Formatting as date within string

I am trying to rip the last 10 characters off of a comment which contains a date, and then determine the difference between that date and the start date, but I am pretty sure I am not formatting correctly as date.
TIMESTAMPDIFF(SQL_TSI_DAY, "Submission Dates"."Offer Actual Start Date", EVALUATE('TO_DATE(%1,%2)' AS DATE,(RIGHT("Requisition Tracking History"."Transaction User Comments" 10),'MM/DD/YYYY'))
