Newly assigned Recruiter user should get a notification when ownership changed from one Recruiter to another Recruiter

Content

Whenever requisition owner (Recruiter) changed by Hiring Manager then the newly assigned Recruiter should get an alert notification with the assigned Requisition Number and details.
