BI - using CASE statement in WHERE clause

We are creating a report in BI and it takes parameter from a dropdown list that populates based on SQL. And we need to use

that parameter in the WHERE clause. Example as follows:

WHERE table1.name in  (   
CASE   WHEN :Parameter1 = 'High'
THEN   ('John', 'Dave')

ELSE 'Shaun'
END  )

In this example, as you see I want to return more than one value, but I get an error when I use this way. If I return only 1 value, then it works. How can we return multiple values OR are there any other logical statements that can be used instead?
