Settings to open/close supporting tool panels on left/right by default?

Is there a setting to have the supporting tool panels on the left and right open/closed by default?

When opening a requisition, the left supporting tool panel is open by default.  This panel contains information such as the requisition status, number of candidates, requisition type, recruiter, etc.  There is also a supporting tool panel on the right, which contains the Communications Channel, Help Panel, and Diagnostics (if these are enabled.)

In our organization, the information in the right panel is far more valuable than the information in the left panel, and we have to train our users to close the left and open the right (in the interest of screen real estate, it's not user friendly to have both open at the same time.)
