Creating a qualified Instructor list in Learn

We have a job profile in our system that has learning plans that determine if the Instructor is qualified to be an instructor.   However what we are looking for is somehow taking our product job profiles and marrying it up with the Instructor job profile.  Thus if they have been trained on Product "A" (Job profile product A)   and have completed the Instructor Job Profile, they are qualified to be an instructor on Product A.  We need something like this for regulatory purposes.  

 

I have thought of adding in a customer field into either the users or the job profile to manually select what they are qualified on but that seems like a bit of maintenance as we have tons of instructors world wide.    II was also thinking about using the skills section to help identify what an instructor might be qualified on.  I haven't used the skills portion much and not sure this is the correct use for that.   I really want to have this as more of an automated approach and was wondering if anyone had found a good
