to know which HCM-related licenses are required to use the PPM module

Hi, 

I am not being able to enter qualifications for  resources, which will then be used from PPM.
I need to know if to use this functionality it is necessary to have the entire HCM module or not. Or if you can suggest me a workaround since I do not have the licenses of the HCM module.
Understand what licenses I need to purchase to use the PPM module.

I attach the screen where I am trying to enter the grades of resources.
