Ability to report on repeating applicants who have been rejected on a requisition

Recruiting team is trying to capture and run a report based on applicants who are candidates on a req, become rejected due to non-selection & the applicant returns later on to apply to diff req

Has anyone created a report in OBI that will pull an individual that has applied to a requisition, becomes rejected on that requisition, and returns to our career site later on (1 day, 1 week, 1 month later, etc) and applies to a new req that has been posted.  I'm not sure this is possible, because you'd have to differentiate between reqs the applicant has posted for before the req they were rejected on and those they apply to after they become rejected on the other req.
