Create Special Interest Group for BDA Customers

Use Case and Business Need

Due to the unique aspects of being a BDA customer (and could potentially apply to BDCC customers as well) it would be extremely helpful to both the customers and Oracle to create a SIG focused on Big Data.  Currently database users could be running on commodity hardware or on Exadata and that allows for a broader database customer base, but for Big Data the options as an Oracle customer are limited to either running on-prem using Oracle hardware or in Oracle's cloud.  That situation naturally lends itself to forming a Special Interest Group where those customers could meet and share ideas/tips/experiences.
