User Variables in PBCS

Users only seem to be able to set user variables which are not flagged as context

I've noticed in our environment that when user variables are flagged as 'context' upon setup that they are not available to be set in user preferences. I can understand why this may be the case however when a new user is added they cannot set these variables(they do not show up in user preferences) and any forms which use these variables cannot be opened by the user as the form is looking for the user variable (e.g. we get "This form cannot be opened because it does not have a user variable value set for Scenario dimension"). How can we
