Data integration using database dump files instead of connectors & SQL

Need advice or examples for data migration and/or integration at the full database level, a bit like ELT from cloud transactional to cloud analytic.

I saw there's a tool in ADW called DBMS_CLOUD that I believe is the most flexible way of loading data exported from another database environment or technology.  There's also an entire appendix of how to move from Amazon to Oracle using connectors.  Those two methods have pros and cons such as SQL needed to coerce data types to match Oracles and ingress and egress costs to have the client connector move data.  Pros are How would I move from PostgreSQL.  I'm not sure if GUI tools have really become cloud capable or native enough for cloud to cloud migration but
